Implement Web Shortcut for "Add a new task"

Please add a Web Shortcut that allows us to create a new task in Amplenote from the task bar. This will make it faster to get ideas into Amplenote. As described by https://github.com/lokyoung/react-native-app-shortcuts

Note that this is currently possible if you download Amplecap, which can have a hotkey configured to launch it outside the context of the browser. https://www.amplenote.com/help/amplecap_browser_extension_guide
