Ctrl-Shift-1, 2 or 3 should toggle between heading and paragraph

Ctrl-Shift-NUMBER on a paragraph converts that paragraph to a heading, but there is no hotkey to convert back to a paragraph. One solution would be to make Ctrl-Shift-1, 2 or 3 toggle between that heading type and a paragraph. For example, if pressing Ctrl-Shift-3 on a paragraph it converts it to a level 3 heading, and pressing it again on that heading will convert it back to a paragraph.
