Tag Notes from Graph with empty or new tags

Currently you can select notes in the graph view and apply a tag to all the selected notes.

However, this only allows you to tag it with existing tags that have a note count over 0. It does not let you tag with new tags or even tags you already have but that are empty.

This seems like legacy functionality from when you couldn't have an empty tag.

Please change the graph tagging functionality to not filter out those empty tags.
