Rich footnotes buttons should be at the top, especially on mobile

For larger footnotes or note previews, one has to scroll to the bottom of the rich footnote in order to edit it or close the preview window. On the web client, this is not a big issue because we can use Tab to go in and out of RFs (although if you have bullet points inside the RF, Tab is not as useful). On the mobile clients, however, it is far more cumbersome.

Moving those buttons to the top (maybe something like the attached image) should fix this.
