Add searchable metadata to file attachments

When a file is uploaded, sometimes the name isn't indicative of what's in the file. It would be useful to be able to give a new title and description as well as potentially some tags to that file and make it searchable from the search system (not the file itself though that would be cool, but the metadata). The current workaround is typing that metadata into the note itself (which is a sometimes awkward workaround since the data doesn't fit with the flow of the note).
